Integrated Energy Plan of Frydlant Microregion

History of the project preparation and its links to current activities in the region

The project "Integrated Energy Plan of Frydlant Microregion" results from initiative of representatives of the Frydlant and SeCeSe Microregion in order to utilize renewable energy resources and energy savings as much as possible and at the same time to contribute to self sufficiency of the microregion. There are also an indispensable benefits in reduction of negative impacts of both production and use of energy as far as environment is concerned, in contribution to create new vacancies in the region and in enhancement of public awareness of renewable energy resources and energy savings utilization.

In September 2001 in co-operation with the companies SRC International CS, s. r. o., Prague (currently ENVIROS) and POWER SERVICE Liberec we proposed a tender for this project and applied for a support of the European Commission within the SAVE programme. The proposal of the project was successfully chosen among supported projects in 2002. The contract was signed by the European Commission and project consortium in December 2002, after a delay caused by late joining the SAVE programme by the Czech Republic.

The inception meeting of the project was held in Frydlant on 31 January 2003.

Duration of the project – 13 months, deadline – 31 January 2004.

Project goals

The primary aim of the project is to support local administration of the Frydlant microregion in regional planning by development of Integrated Energy Plan and Action Plan for promotion of RUE and RES, identifying priorities and giving guidelines for implementation of recommended actions/measures in order to promote RUE and utilisation of RES, reduce pollution of the environment and stimulate employment at the regional level. The action is also aimed at:

  • Developing and transfer of methodology and know-how related to energy planning and energy management;
  • Transfer of technologies and organisational solutions;
  • Replication of best practices that have already been applied in the EU countries;
  • Replication of the project scheme and approach itself.

The main direct outcomes of the project

  1. The Integrated Energy Plan of the Frydlant Microregion including:
    • Analysis of the current energy supply and demand, and energy demand forecast;
    • Detailed analysis of RUE and RES potentials in the microregion;
    • Recommendations for technical and organisational measures and detailed technical / economic feasibility analyses of selected options for RUE and utilisation of RES;
    • Identification and recommendations of relevant/applicable financing and other support sources;
    • Identification of possibilities of technology transfer;
    • Analysis of environmental/social benefits and
    • Recommendations and outlines of local awareness campaign.
  2. Action Plan summarising the Integrated Energy Plan, identifying priorities, giving recommendations for time schedule of implementation of recommended actions/measures with the split into categories of short-, medium-, and long-term actions/measures, and list of individual actions/measures ready to be implemented.
  3. Dissemination activities aimed at:
    • Increase of awareness on RUE and RES in primary schools;
    • Publicity of information and data on implemented RES and RUE measures;
    • Transfer of best practices;
    • Promotion of replication of the project outcomes (workshops, seminars, brochures, web presentation);
    • Dissemination of methodology and tools applied and experience gained during the project and
    • Training of representatives of local municipalities in energy planning, development of feasibility studies, development of bankable projects etc.
  4. New, improved and integrated methodology based on standard methodology applied in the Czech Republic and methodologies applied in partner EU countries, new and improved tools and experience to be used in regional energy planning.
