In 2020, ENVIROS, in cooperation with colleagues from the non-profit organisation EMPRESS, developed a Green City Action Plan (GCAP) for the Ukrainian city of Lviv. The City Council approved the Action Plan in July 2021, making it the first city in Ukraine to have an approved GCAP.
The aim of the project was to propose priority measures affecting all areas of the city’s functioning – energy, transport, environment, waste, public green space – in order to improve the environment, public health and the quality of living standards of the city’s residents. A total of 35 measures have been proposed to improve the quality of life in the city and lead to the creation of many new jobs.
The Green City Action Plan is based on the strategic goals and priorities of the City of Lviv and national legislation. It is expected that the implementation of the measures set out in the GCAP will support the infrastructure and economic development of the city and lead to an annual reduction ofCO2 emissions by approximately 153,000 tonnes and water savings of approximately 10.8 millionm3. In addition, the measures will have a positive impact on the reduction of air emissions, economic growth, job creation, public health and safety and improved accessibility to amenities and urban green spaces.
The project also included capacity-building workshops for city officials, stakeholders, NGOs and other interested parties, during which examples of good practice were presented and participants were introduced to the proposed measures.
The project was funded by the European Bank for Reconstruction and Development (EBRD) and developed according to a methodology developed by the EBRD in collaboration with the OECD and ICLEI.
